Born in New York City, Cecil Chicester was a painter and illustrator. He taught at the New York Art Students League and was active in the Woodstock Artists Association where he became a member in 1920. His work Mid-Hudson Bridge—Winter was said to have been chosen by President Roosevelt to hang in the White House. It is now in the Smithsonian American Art Museum (1965.18.40)
