Charles F. G. Witman was an American artist and sign painter who worked in Philadelphia during the nineteenth century. He was known particularly for street views--often with winter themes--featuring horses and grand residences. Only a handful of his works have survived. The Library of Congress has a print version of one of his works published by Joseph Hoover, Philadelphia [link]
The address inscribed on the painting, 1835 Coates Street, Philadelphia, was Witman's residence. The city of Philadelphia renamed Coates Street to Fairmount Avenue in 1873.
