Paulette Van Roekens was born in France and studied at the Pennsylvania Academy of the Fine Arts. She lived in Newport, Rhode Island from 1920 to 1923, the year she returned to Philadelphia and commenced a lengthy career as an instructor of drawing and painting in the life class at the Moore College of Art for Women. She married the artist Arthur Meltzer in 1927, and the couple often exhibited their works together. Van Roekens exhibited at the Corcoran Gallery in Washington, D.C., the National Academy of Design in New York, the Art Institute of Chicago, and the Pennsylvania Academy. Van Roekens was an impressionist who was noted for her quickly painted, colorful landscapes, festive images of daily life, and still life subjects.

This painting represents the Third Liberty Loan parade passing by the northwest corner of South Broad and Chestnut Streets in Philadelphia in April 1918. The Liberty Loan Campaigns were a series of bond issues by which the U.S. Treasury Department borrowed money from the American people to finance World War I. Two thirds of the war's funds were acquired this way, and were used for distributing to U.S. allies, equipping the Army and Navy, and constructing ships for the emergency fleet. Such parades were lavish and festive patriotic displays that were enthusiastically received by Philadelphians. Van Roekens set the scene before the east fašade of the Girard Trust Corn Exchange Bank, an outstanding example of the Classical Revival style that had been built between 1905 and 1908, modeled after the Pantheon in Rome.
