Arthur Meltzer was born in Minneapolis, Minnesota and studied at the Minneapolis School of Art before enrolling in the Pennsylvania Academy of the Fine Arts. Winning the Academy's Cresson Traveling Scholarship in 1921 enabled him to travel throughout Europe. Meltzer achieved fame for his Pennsylvania landscapes of Bucks and Berks counties. He taught for many years at the Moore College of Art for Women, where he met his wife Paulette Van Roekens (1896–1988). He was a member of many art organizations, including the Fellowship of the Pennsylvania Academy of the Fine Arts, the Philadelphia Graphic Sketch Club, the Philadelphia Art Alliance, and the Society of Mystic Artists in Connecticut.
